routing: move ErrMaxRouteHopsExceeded check 
Now that SendToRoute is no longer using the payment lifecycle, we move
the max hop check out of the payment shard's launch() method, and return
the error directly, such that it can be handled in SendToRoute.

Build Status MIT licensed GoDoc

The routing package implements authentication+validation of channel announcements, pruning of the channel graph, path finding within the network, sending outgoing payments into the network and synchronizing new peers to our channel graph state.

Installation and Updating
